For the first time in fifteen years, the Virginia General Assembly adjourned early. Originally scheduled to complete our work today, February 28, we instead adjourned yesterday evening. Early adjournment saves taxpayer dollars, and I am pleased that our Republican-led House and Senate were able to accomplish this goal. 

I am equally proud of much of the legislation we passed this year, including a fiscally sound budget and meaningful reforms to Virginia's ethics, transparency and disclosure laws. These accomplishments stand in stark contrast to the partisan gridlock that characterizes our federal government. Following are updates on the budget and ethics bills that passed during the final days of session.
Ethics Reform
Last year, the House passed legislation significantly strengthening Virginia's disclosure requirements for legislators. This year, we expanded those efforts by creating a $100 hard gift cap, requiring legislators to have travel pre-approved by an independent commission, and prohibiting the Governor from accepting campaign contributions from businesses that are seeking money from the Governor's Opportunity Fund. 

These meaningful steps will improve transparency, hold elected officials more accountable and hopefully restore some of the public's trust in government. As a citizen legislator, I truly desire to ensure that constituents have confidence in our elected government. I believe that this year's ethics legislation is a meaningful step toward that goal. 
A Balanced Budget

Unlike the federal government, Virginia is required to pass a balanced budget. I am pleased that the General Assembly voted on Thursday to support a conservative, responsible budget that does not raise taxes and spends $1 billion less from the general fund than last year's originally-adopted budget. 


The budget also puts money into the rainy day fund, eliminates fees and debt proposed by Governor McAuliffe, and rejects Obamacare's Medicaid expansion. The budget sets aside $129.5 million for the rainy-day fund deposit in 2017, which will bring the fund's balance back to approximately $429 million. Additionally, the budget eliminates $33 million in debt and $11.7 million in fees proposed by Governor McAuliffe.

The weather in our region has been a bit temperamental in recent weeks as winter continues to run its course, but that doesn't mean the outdoors are completely off limits. Recently, I was thrilled to join the Quantico Injured Military Sportsmen Association in hosting a number of wounded warriors in Westmoreland County for a waterfowl hunt. These individuals embody the courage and selflessness shown by all members of our armed services, and they are a reminder of the need for Congress to effectively provide for our servicemen and women both as they serve and when they return home. It was an honor for me to spend time with them enjoying our bountiful outdoors. 

The 114th Congress is just getting going in Washington. A few weeks ago, the White House released the president's budget proposal. This is the first step of the annual budget process, and I am eager for the House to put forth its own budget proposal. As you may know, I have introduced a bill called the No Budget, No Pay Act, which would prohibit members of Congress from being paid if their respective chamber has not passed a budget resolution by April 15.

While listening to the president's recent State of the Union Address, I was greatly concerned that he failed to mention the importance of staving off the automatic defense budget cuts approaching later this year known as the sequester. I am pleased that the Administration's budget proposal does recognize the need to restore funding to readiness accounts, but I am not encouraged by the means with which the president aims to accomplish this. The president seems too set on raising taxes and expanding spending programs without ever balancing the budget. I believe that we must get on path to a balanced budget, and we must pass comprehensive tax reform to create a fair, balanced code that encourages savings, investment, and economic growth.

Above all, Congress and the president must work together to find responsible mechanisms for preventing these astronomical defense cuts from taking place. Our defense budget has already been hit with an unbalanced set of drastic cuts in recent years, and our military leaders have sounded the alarm that our force will be devastated if the sequester is allowed to take place. These cuts would also have a terrible impact on the capabilities and spirit of our federal civilian workers, who have already been forced to undergo years of uncertainty as the government has lurched from one funding crisis to another. I reiterated my commitment to returning to regular budget order at an annual conference of the American Federation of Government Employees last week. I'm proud to represent the many current and retired federal employees who call the First District home, and as Chairman of the House Armed Services Readiness Subcommittee, I will continue to work with my colleagues to stave off the sequester and return to a consistent budgeting schedule.

Today's bitterly cold temperatures conclude a week characterized by gusty winds and our first significant snowfall of the year. Despite the blustery weather, the legislature made significant progress, passing numerous bills and making headway on the budget. There are no snow days during the General Assembly session, and we are well on our way to adjourning by the end of the month. Following are updates on several legislative initiatives.
Finalizing the budget
Last year's acrimonious General Assembly session culminated in a standoff between proponents and opponents of Obamacare's Medicaid expansion. My Republican House colleagues and I remain steadfast in our opposition, and I am pleased to report that the House budget contains no provision for expansion.

While I recognize that improvements in the healthcare system need to occur, I believe they must be pursued at the state level, not via expansion of a federal entitlement program. To that end, the House budget doubles funding for free clinics. Additionally, the House budget funds initiatives to offer care for people with serious mental illness. These improvements will provide behavioral health services, including prescription drug coverage, to an additional 29,000 Virginians suffering from mental illness.

Transparency in government is essential, and I am pleased that the House now requires the budget be posted online at least forty-eight hours prior to our vote. This policy will allow Virginians to review the budget and share their feedback in advance of the final vote. As a legislator, I also appreciate the extra time to conduct research. This figure represents Virginia's January 2015 ranking by the National Alliance of Public Charter Schools. Out of the forty-three states with provisions for charter schools, Virginia ranks number forty. These poor marks reflect the Alliance's note that "Virginia's law needs improvement across the board."  

 

During this year's session, we made significant progress in changing Virginia's inadequate charter school policies. Last week, the House and Senate passed identical resolutions making it easier to establish charter schools in Virginia. If the same resolutions pass again during the 2016 General Assembly session and are then approved by voters, charter school policies will be enshrined in Virginia's constitution.

 

I strongly support charter schools, a position shared by unusual allies: the media. In a February 16 editorial titled "Consider every idea" the Daily Press excoriated Democrats, noting that "Teachers unions and other in the education lobby exert powerful influence over the Democratic Party, and politicians are keenly aware of who butters their bread, so to speak."

 

The Daily Press continued:


"Considering the problems in Virginia's most troubled, failing public schools, we should be willing to reasonably consider any idea with the possibility of success. We applaud those local lawmakers who stood up for charter schools and expect area detractors to account for their opposition."
"Tebow Bill" passes House and Senate

In a previous newsletter, I shared information about House Bill 1626, Delegate Rob Bell's legislation allowing home educated students to participate in high school sports. Believe it or not, this bill was first introduced twenty years ago in Virginia. At long last, however, the legislation passed the House and Senate. 

 

The bill is now headed to Governor McAuliffe for his signature. Please call the Governor at 804-786-2211 and as him to sign House Bill 1626!

Accountability for land trusts
In my Week 3 Newsletter, I highlighted House Bill 1488, legislation allowing parties in a conservation easement to participate in a dispute mediation process overseen by the Virginia Land Conservation Foundation. This straightforward bill brings accountability to the land conservation program and earned strong support from my General Assembly colleagues. Earlier this week, the bill passed the Senate on a vote of 32-6. The bill will now be sent to Governor McAuliffe for his signature.
Supporting Israel
The week brought a flurry of media coverage regarding my resolution encouraging support for Israel. During the vote for HJ 659, House Democrats walked off the floor rather than vote on the resolution. Their actions caught the attention and earned the scorn of The Weekly Standard, Fox News, and Townhall.com. Video of the vote has now garnered over 45,000 views. 

The resolution was assigned to the Senate Rules Committee, where it will be heard next week. To view the list of Senators serving on the Rules Committee, click HERE.
