County awarded defensive driving training award from VML –
"Where the Rubber Meets the Road"

At the May 21 Board of Supervisors meeting, Beth Rosenthal, Director of Safety Services with the Virginia Municipal League Insurance Programs (VMLIP), presented York County government with an award recognizing its success in the Where the Rubber Meets the Road (WTRMTR) campaign.. Where the Rubber Meets the Road is the name of VML's training program where members are trained to be instructors in defensive driving.
In 2009, VMLIP started this campaign to address losses related to vehicle accidents. As of 2009, vehicle accidents accounted for half the cost of all claims for the insurance pool. York County was one of the first VMLIP members selected to join this campaign and has continued participating for the last three years.
Through the program three York County staff members were provided with free National Safety Council Defensive Driver Course "train the trainer" instruction. These trainers attended a two-day academy to become certified to teach the course to other county employees. VMLIP funded the tuition, course materials, lodging, meals, and travel expenses for member employees to attend this training academy. Financial support is also provided from VMLIP reinsurer ACE. In return, member participants must provide driver instruction through their selected trainers to a minimum of 90 percent of their drivers within the first year of their signed agreement, conduct annual DMV record checks, and enforce a vehicle use policy. Additionally, members may continue this program on a yearly basis by training at least 50 percent of their drivers.
York County exceeded the first year goal by training 100 percent of the county's drivers and continues to exceed the 50 percent retraining requirement during the second and third years. In addition to the reduction in automobile claims and insurance premiums, York County receives a 5 percent premium credit on the automobile liability coverage premium by participating in this program.
County employees Casey Nance, Marty Tomasek, and Tommy West were acknowledged as certified trainers in the WTRMTR program.
Kayak Queen Creek from New Quarter Park

Bring your own kayak (BYOK) or canoe to New Quarter Park on the third Saturday of the month from now through October for an out-and-back paddle on beautiful Queen Creek led by park staff. Relax while you learn more about the historic creek and see Ospreys, Egrets, Great Blue Herons, and Bald Eagles along the way.
Participants should arrive at 9 a.m., drive one mile to the put-in site with park staff, and expect to launch by 9:20 a.m. The paddle will last about two and half hours with take-out around noon. The program is free and open to the public. Kayaks are available to rent. Call Parks and Recreation for rental information. Bring water and a snack and remember to wear a hat and sunscreen.
BYOK get-togethers for kayakers and canoeists are a York County Parks and Recreation program. New Quarter Park is located in upper York County at 1000 Lakeshead Drive, next to the Queens Lake neighborhood.

Cheryl Jacobsen and Jan Lockwood, Virginia Master Naturalists, will join other Master Naturalist osprey watchers at New Quarter Park on Saturday, June 22, from 10 a.m. to noon to show off the birds that are nesting along Queen Creek. The Master Naturalists are watching the birds as Citizen Science volunteers and certified Virginia Master Naturalists for the global OspreyWatch program, led by The College of William and Mary's Center for Conservation Biology (www.osprey-watch.org).
The program presenters will talk about osprey migration and nesting while allowing program participants to take a closer look at the birds and nestlings through their spotting scopes. Virginia Master Naturalists who are members of the local Historic Rivers Chapter also watch osprey nesting in other locations on the York, James, and Chickahominy Rivers.
To access the program, participants will walk to the far end of the park and back, a hike of approximately one and a half miles. The osprey-watching location can be accessed by bike and is handicapped accessible by car.
In addition to their work as osprey watchers, many of the Master Naturalists also participate in other projects at New Quarter Park including monitoring bluebird trail for the Virginia Bluebird Society and mapping wildlife for the Virginia Department of Game and Inland Fisheries. Master Naturalists also provide many hours of volunteer service to York County by pulling up invasive plant species, installing rain gardens, maintaining a teaching trail, and conducting field trips for area students at the park.
New Quarter Park is located in upper York County at 1000 Lakeshead Drive, next to the Queens Lake neighborhood.

Attached and below please find the Call for the YCRC 6 June 2013 meeting at York Hall. We’re very excited to have our Lt. Gov. candidate E. W. Jackson as our guest speaker! His enthusiastic speech at the RPV Convention on the 18th brought delegates to their feet and swept him to win all 4 ballots leading up to gaining over 50% to earn the nomination. Now it’s up to us to get behind him to motivate everyone to vote for him as our new Lt. Governor!
As announced at the 2 May meeting, YCRC Vice Chairman – District Operations Sue McRoberts resigned her position due to family commitments. Please keep her and her family in your prayers. We are very grateful for the hard work Sue did organizing election day poll manning as well as her door knocking and other campaign efforts last year!
è At next Thursday’s YCRC meeting, we will be taking nominations from the floor for the election of a new Vice Chairman – District Operations to complete the term of office. This position is critically important with the upcoming campaign work for the statewide & delegate elections in November!

Free Writers' Workshops at Tabb Library

The York County Public Library will be hosting three Writers' Workshops at the Tabb Library in June. The workshops are free, but registration is required. Register via the Event Calendar on the library's website, www.yorkcounty.gov/library, or by calling 890-5120.
Dr. Robert Arnett will present An Introduction to Screenwriting from 10 to 11:30 a.m. on Saturday, June 1. Dr. Arnett, an Associate Professor in Old Dominion University's Department of Communication and Theatre Arts, will discuss what screenwriters do and how to get started as a budding screenwriter.
W. Michael Farmer, PhD, will present Finding Yellow Boy from 10 to 11:30 a.m. on Saturday, June 15. His talk will focus on how writing fiction gets to the truth behind historical facts and the opportunities and hurdles of publishing in the early years of the 21st century. Farmer is the author of Hombrecito's War (Western Writers of America Silver Spur Award Winner for Best First Novel in 2006), Hombrecito's Search and Tiger, Tiger, Burning Bright: The Betrayals of Pancho Villa.
Editing Your Writing will be presented by Narielle Living from 10 to 11 a.m. on Saturday, June 29. Living is the author of the mysteries Signs of the South and Past Unfinished.
These workshops are funded by a generous grant from the York County Arts Commission.

Joey Monk wins Outstanding Youth Award for Compassion

Bruton High School senior Joey Monk is the recipient of the 2013 Outstanding Youth Award for Compassion.
Joey exemplifies the meaning of the word compassion, consistently and caringly extending himself to help others in spite of his full schedule at Bruton High, where he has excelled academically, maintaining honor roll status, earning admission into the National Honor Society and being named an Advanced Placement Scholar. He has remained very active in extracurricular activities, including serving as Sports Editor for the school's newspaper, excelling on the Varsity Goilf team for four years, and staying active in the Distinguished Men of Bruton service organization.
In addition to these accomplishments, Joey is widely known and respected for his kindness in routinely doing what he can to help others. As captain and only senior on the golf team, Joey ensured that he set a good example to the younger players on the team and worked individually with each player, encouraging them if they were having problems with their game, and sharing his own struggles and what had helped him improve.
Joey's attentiveness in helping others s also demonstrated through his work as Sports Editor for the "Panther Press" school newspaper, allowing sports writers to shadow him as he researches a story all the while answering their questions, providing his input and insight, and gently making suggestions for changes to stories. Throughout the year, Joey has voluntarily visited the library during the school's Academic Enrichment Period to see if anyone needs tutoring help.
Ms. Dollyhigh, Joey's nominator and Bruton's new Library Media Specialist, says, "I have been consistently amazed at the compassion and willingness to help that he has shown with regard to his schoolmates. The kids are very open and receptive to him, and he's so kind, non-judgmental and very patient in answering their questions."
Ryan Sidhu wins Outstanding Youth Award for Community Service

Grafton High School senior Ryan Sidhu is the recipient of the 2013 Outstanding Youth Award for Community Service.
Ryan has consistently demonstrated a genuine desire and commitment to serve others, and makes the time to do so in spite of his busy schedule. Ryan has achieved Honor Roll recognition all four years and earned admission into the National Honor Society. He also participates in time consuming extracurricular activities such as the Model U.N. program and performing all four years on the drumline for Grafton's Marching Band and as an accomplished percussionist with the Symphonic Band.
Despite all this, Ryan has remained focused on giving to others, devoting considerable volunteer time and energy and making a positive impact in his community and world. His strong commitment to volunteerism is evidenced by his working with Grafton's Sight and Sound crew for drama productions and serving as manager for the varsity soccer team. He has also volunteered with Grafton's Interact Club, a service oriented organization sponsored by the Rotary Club through which Ryan and his colleagues have performed numerous service projects benefitting others in our community, nation and in other countries. Projects have included: befriending a group of local seniors and making and delivering blankets to them; sponsoring a bowling tournament in support of the national Wounded Warrior Project; and conducting a basketball tournament in support of destitute children in Ecuador. For the past four years, Ryan has also been very active as a member of Grafton's Green Team, working faithfully to help recycling paper, plastics and cardboard at school.
Ryan has volunteered with the National Council for Community and Education Partnerships helping to prepare, organize and run the national conference with over 1,600 parents, teachers, educators and government officials attending from across the country in an ongoing effort to increase college access to low income and first generation students. He served over 130 hours for the conference and for its associated Youth Congress that saw some 100 students from across the country attend as well.
Ryan's nominator and former biology teacher, Ms. Dodge, says, "Unlike many of his peers who spend only a year or two in an activity, I have watched Ryan dedicate himself to the Interact Club for four years and help it grow into a dynamic service organization reaching out into the local community."
Abby Jones wins Outstanding Youth Award for Courage

Tabb High School freshman Abby Jones is the recipient of the 2013 Outstanding Youth Award for Courage.
Born three months premature, Abby's parents were not given much hope that their newborn would survive. But Abby survived those critical early days and weeks, much to the joy and relief of her family. However, Abby was stricken with cerebral palsy leaving her legs tremendously weak. During her life, Abby has required over 30 surgeries as well as numerous medical appointments, treatments, and physical therapy that continue today. Complications from some of these surgeries have left Abby with recurring headaches and further loss of muscle strength, flexibility, and balance, which ultimately led to doctors prohibiting her from anymore horseback riding – one of Abby's favorite pastimes.
In spite of these physical challenges, Abby perseveres and is a source of encouragement and inspiration to her family, teachers, and classmates. Her work ethic and diligence in classes (she's maintaining a "B" average in English and is "acing Algebra") is admired by her teachers and classmates. Abby also gives back to the community by helping members of her church prepare and serve food to those in need.
"Abby is well-known, and has emphatically chosen not to allow her wheelchair to impede or cripple her social interactions with peers or staff," said Abby's nominator and English teacher, Mrs. Dawson. "She has the ability to make other people feel comfortable, special, and uninhibited around her, because she does not focus on her disability, but rather reaches out to others with a warm display of sensitivity and encouragement."
Morgan Irons wins Youth Award for Overall Achievement

Grafton High School senior Morgan Irons is the recipient of the 2013 Outstanding Youth Award for Overall Achievement.
Morgan epitomizes excellence and outstanding achievement with her numerous accomplishments and superior performance in a wide variety of pursuits. Moran has earned a 4.7 grade point average, has earned straight A's ever since her freshman year, is a member of the National and French Honor Societies, the Mu Alpha Theta Math Honor Society, the Tri-M Music Honor Society, and is a candidate for the National Thespian Honor Society, and has been named a national Advanced Placement Scholar with Distinction.
In terms of leadership and service, Morgan has served as president of the French Honor Society, president of the Future Business Leaders of America, captain of Grafton's Color Guard team, captain of the Debate team, Class Marshall for last year's graduation ceremony, president of her church young women's group, recipient of the George Washington Most Outstanding Leadership Award at last year's American Independence Foundation of Colonial VA Youth Conference, and her selection to Girl's State last summer. Morgan has performed over 100 hours of volunteer service during each of her four years in high school, during which she has worked with her family, church, school, the Red Cross and by herself to participate in a variety of projects including several canned food drives, a clothes collection drive, a gift and food collection in support of the residents at Natasha House, visiting with residents in retirement homes, making blankets for hospitals, performing yard work for the elderly, and tutoring Grafton students in math and French.
Morgan participates in Grafton's Select Choir and was named to All District Choir three times, has won many awards for her public speaking, and has appeared in 13 theatre productions, as well as movies and TV episodes, and pursues portraiture and writing.
Of Morgan, band director Mr. Kirsch says, "She is humble, extremely hard working…responsible and dependable enough that we often let her lead her own practices for the Color Guard, and she always, and I mean always, sets the most positive role model you could ever expect for a student."

A variety of educational and entertaining programs are being offered at the Senior Center of York in June. Participation is open to seniors age 55 or better and their spouses, regardless of age. The Center is located in the Washington Square Shopping Center at 5314 George Washington Memorial Highway (Rte. 17), and is open Monday through Friday from 9 a.m. to 4:30 p.m. The Center is closed all county holidays. Reservations are required for all sessions and are accepted on a first-come, first-served basis. To register, stop by the Center or call 898-3807. Scrapbooking & Greeting Cards, Monday, June 10 from 9 a.m. to 12 noon. Join us as Cathy Fowler of Creative Memories shows how to make beautiful cards and assists you with your scrapbook. These cards and your personalized scrapbook create lasting memories and make wonderful gifts for loved ones. Note: Please limit to four cards. Culture Day, "Latin for Fun" Tuesday, June 18 at 1 p.m. Learn Latin from Instructor Erika St. Dennis. Many of the words we use today are derived from Latin. Ms. St. Dennis will play a word game discussing word origins and show how words can make us laugh and help us economically. There will be small prizes, and a giveaway to a lucky participant. Please register for this program by June 17.
Luau/Barbecue Friday, June 21 from 11 a.m. to 1 p.m. Aloha! Let's have a ball and a hula in this tropical experience! Hula Instructor Lehua from Janna's International Dance Studio will begin this event by performing beautiful traditional dances of the Hawaiian Islands. Our menu will include barbecue, baked beans, and cole slaw along with pineapple and fruity beverages. Additionally, we will have some leis on hand, but feel free to bring your own and to dress in Hawaiian attire. Suggested donation is $3.50 and payable at the time of registration at the Senior Center. Registration will conclude June 19 or until space is full for this special event.
AARP Driver Safety Program, Monday, June 24 and Tuesday, June 25. This program is designed for drivers age 50 or better, and will take place on Monday, June 24, from 12:30 to 4:45 p.m. and Tuesday, June 25, from 12:30 to 4:30 p.m. The cost for this two-day program is $12 for members of AARP and $14 for non-members. Fees should be paid by check and made out to AARP. Class registration may be made in person at the Senior Center, by phone, or by mail. Note: AARP membership, which cannot be processed the day of a class, is not required for class registration. There is no "behind the wheel" driving performed in this program. Drivers age 55 or better must attend both classes to receive the state mandated three-year automobile insurance reduction. Many insurance companies are giving insurance reductions to drivers age 50+ with the same attendance requirements. Those less than age 55 should check with their insurance company to see if they are entitled to the three-year insurance reduction. Class enrollment is limited to 25.
"Native Plants for Butterflies," Tuesday, June 25 at 1 p.m. Jan Newton, past Education Chair of the Virginia Native Plant Society and native plant consultant, will give a program titled "Native Plants for Butterflies," which features photos and information about native plants that attract and provide food and /or nectar for butterflies and their caterpillars. Many butterflies depend on native plants for survival and Ms. Newton offers an up-close look at some of these beautiful creatures. You will attract and feed wonderful butterflies by adding native plants to your garden. Plant them and they will come! Health Day, "Faces of Transplantation," Wednesday, June 26 at 12:45 p.m. United Network for Organ Sharing (UNOS) runs the nation's transplant system matching lifesaving organs to patients in need on the national waiting list. How does this matching process happen? Who decides which patients receive a transplant? Join Lisa Schaffner, Public Relations and Marketing Director of the United Network for Organ Sharing, to learn the answers to these questions and more in this informative presentation. Computers and General Use. The computers are available for general use Monday through Friday from 9:30 a.m. to 3:30 p.m. unless the lab is reserved for programmed activities. To use the computers you must sign in at the Senior Center front desk. Our next session of computer class offerings begins in the fall.

Basketball League being offered in Lackey to young males

The Lackey Community Collaboration Taskforce is hosting a free basketball league this summer for male teenagers in the Lackey community. Young males ages 12-17 living in the Woods of Yorktown, Yorktown Square, or any Lackey neighborhood are invited to register now through June 21.
Registration forms can be picked up and returned to the Woods and Yorktown Square rental offices, Lackey Corner Store, and the Boys & Girls Club at Yorktown Middle School. Adult volunteers and sponsors are welcome.

Diabetes Self-Management Program offered at Senior Center

A six-week Diabetes Self-Management Program is being offered at the Senior Center of York on Tuesdays beginning June 18 and continuing through July 23 from 9:30 a.m. to noon. This program is free.
Sessions are interactive and teach the skills needed for day-to-day management of diabetes. Information covered includes menu planning, proper diet, carbohydrate intake and blood sugar levels. The Diabetes Self-Management Program was devised through research performed by the School of Medicine at Stanford University.
This program is co-sponsored by the Virginia Department of Health, Peninsula Health District, and the Peninsula Agency on Aging.
Please register by June 14. The Senior Center of York is located at 5314 George Washington Memorial Highway (Washington Square Shopping Center).
