York County Fire officials have lifted thecounty-wide burn ban enacted earlier this spring. 
 
The combination of recent rainfall coupled with the growth of grass, plants and trees have reduced the risk of uncontrolled wildfire spread.
 
While this ban has been lifted, residents must continue to comply with all applicable state and local open burning regulations, which are available on the department's Web site at www.yorkcounty.gov/fire

Dear Neighbors,

 

There was an attempted break-in on Tuesday in the Covertry neighorhood.  This attempt was of particular note because the homeowner was at home.  Lesson learned, answering the door might be preferable to a face to face meeting with an unwelcomed stranger in your house and a broken door.  See the Sheriff's Report below for details.  I will forward you the pictures upon request.

The York- Poquoson Sheriff's Office needs information on the following crimes.

 

On 04-26-11 at 10:49 AM two unknown black males suspects attempted to break into a residence located in the 100 block of Amelia Ct. in the Coventry area of York County. The suspects backed a late model light, colored Chevrolet 4 door into the driveway. One suspect stood by the open trunk while the other suspect knocked on the door. The homeowner looked out the window and when they did not recognize the person at the door they did not open it. After a couple more knocks the suspect kicked in the front door, but was startled when the homeowner was seen in the window on the second story. The suspects drove off from the area in a fast manner.

 

The attached photos were taken by the homeowner.

Based on its ability to maintain a strong financial position throughout various economic cycles, Standard & Poor's has upgraded York County's general obligation debt from AA to AA+.
 
"The AA+ rating further reflects our view of the county's: stable local economy, very strong income levels, stable financial position, and low overall debt burden," Standard & Poor's wrote in the announcement.
 
"The county's financial position remains strong," continues the announcement, "bolstered by very strong reserves and conservative management practices. Despite revenues coming in under budget, the county was able to offset much of these losses with expenditure reductions (in fiscal year 2010).
 
"The stable outlook reflects Standard & Poor's view of the county's healthy local economy and participation in the greater Hampton Roads employment base. The county's strong overall economic indicators, stable financial position with very strong reserves, and low debt burden all provide additional rating stability."
 
"The county was very pleased to learn of this upgrade in our bond rating," said County Administrator James O. McReynolds. "This potentially means lower interest rates and better financial terms for future borrowings."

Snapshot: a day in the life of Virginia's libraries

Libraries all over Virginia will hold a "Snapshot Day" between April 17-30 to collect information and photos that illustrate the impact that Virginia libraries make in their communities on a typical day.
 
Snapshot Day will be held on Thursday, April 28, at your York County Public Libraries.
 
Snapshot Day is a Virginia Library Association and Library of Virginia project, based on similar projects of the same name that began in New Jersey and have been held all over the country. The goal of Snapshot Day is to encourage Virginia libraries to collect and report basic data on a given day between April 17-30, such as how many people visited the library, used computers, attended programs, etc., and to show images of people using the library and its resources.
 
Virginia's libraries are busier than ever these days, with people coming in to check out books, as well as to use computers, look for jobs and attend the many programs our libraries offer. All across the state, libraries are the cornerstones of their communities, places were people come together to visit, learn and share ideas.
 
On April 28, we hope to capture a slice of life in York County's libraries. There will be a chance for library patrons to comment on what their library means to them, and pictures from libraries all over the state will be available on the SnapshotVA Flickr page. Better yet, visit the Tabb and Yorktown Libraries on April 28 and be a part of Snapshot Day 2011.

Safety Town registration begins May 16

Registration for York County's award-winning "Safety Town" program, which teaches pre-kindergartners various aspects of life safety, will begin Monday, May 16, starting at 7:30 a.m. each day.  
 
Registration will take place at the Community Services administrative offices located at 224 Ballard Street, Yorktown. In its 17th year of operation, this summer program seeks to reduce childhood injury by introducing four- and five-year-olds to basic safety concepts through the use of interactive experiences. 
 
Registrations will be accepted until all available slots are filled, or until the deadline of Friday, May 20. The registration form and fee will only be accepted by hand-delivery to the address listed above, and only during the registration time period.
 
Set up to resemble a small-scale "town," with portable buildings, sidewalks, roads and street signs, the appealing "Safety Town" learning environment is used as a practice area for several of the safety lessons. Each session lasts one week, running Monday through Friday from 9 a.m. to 11:30 a.m. All lessons and activities relate to a specific topic each day, such as Traffic and Pedestrian Safety, Fire Safety, Personal Safety, and Home Safety. 
 
Parents will accompany their children to "Safety Town" on Friday, attending a Safety Fair and Completion Ceremony, at which each child will receive a certificate, a "Safety Town" t-shirt, backpack, and a bicycle helmet. Funding for "Safety Town" is provided by the generous contributions and sponsorship of area businesses, community agencies, civic organizations, county government, and individual citizens.

Safety Town seeks youth and adult volunteers

York County's popular "Safety Town" program, a summer activity for pre-kindergarten children, has a number of volunteer opportunities for middle school and high school students, and adults. This, award-winning program seeks to reduce childhood injury by teaching five-year-olds basic safety concepts through hands-on, interactive learning experiences.
 
Youth and adult volunteers are needed to serve as "Leader Assistants," responsible for helping staff group leaders monitor and supervise an assigned group of 10 children. Volunteer hours will be 8:30 a.m. to 11:45 a.m., Monday through Friday, according to the following "Safety Town" schedules for 2011:

For the purposes of scheduling and consistency, 'Safety Town" coordinators are requiring all selected volunteers to commit to one entire week of the program this summer.
 
Interested youth and adults should contact York County Parks and Recreation, at 890-3500 to receive a "Safety Town" volunteer application or get them online at www.yorkcounty.gov/communityservices. Applications will be accepted starting May 2, and will continue to be accepted until all spots are filled or until the deadline of Friday, June 3.

Walk and Talk to feature native plants and rain garden at NQP

Come to New Quarter Park on Friday, May 7, for a Walk and Talk to be led by Denise Greene of Sassafras Farm in Gloucester, Jeanne Millin of the Virginia Master Gardeners, Tree Stewards, and Virginia Master Naturalists.
 
These native plant and gardening experts will lead visitors on the Teaching Garden Trail, which has been developed by local chapters of the Virginia Native Plant Society, Virginia Master Naturalists, and Virginia Master Gardeners with a variety of native plants that grow well in the dappled shade of the woodlands and tolerate local summer heat and drought conditions. Greene will also bring a variety of native plants to show a wider variety of native plants that participants can use in different settings. Millin will explain how the rain garden was constructed to calm and infiltrate stormwater runoff from the parking lot while taking advantage of the natural slope and not damaging tree roots.
 
The Walk and Talk will be held from 10 a.m. to noon. At 1 p.m., Millin will lead an Invasive Plant Removal Day event. The local event is one of many Invasive Plant Removal events that are part of a statewide event organized by the state offices of Virginia Master Naturalist and Virginia Native Plant Society to remove invasive plants from public lands. Invasive plants often grow faster than native plants because no animals have co-evolved with them to use them as food. Plants like Japanese Honeysuckle run rampant and out-compete plants that contribute to the food web and biodiversity, which contributes to a balanced and healthy environment.
 
New Quarter Park is located at 1000 Lakeshead Drive. From the Colonial Parkway about two miles northeast of Williamsburg, take the Queen's Lake exit. Turn right and then turn on Lakeshead Drive. Join York County for this year's Clean the Bay Day

Team up with York County to clean roadways, ravines, and shoreline on Saturday, June 4, from 9 a.m. until noon. 
 
Since York County is long and narrow, there are few areas that are not less than a mile from a stream or the York River. Litter that washes away comes ashore again with the tide. Every year since 1989, thousands of volunteers of all ages have dedicated their time to clear debris from Virginia's urban, suburban, and rural shorelines and waterways. During the 2010 Clean the Bay Day alone, 7,430 volunteers removed 217,641 pounds of debris along 419 miles of shoreline at 245 sites.
 
This year York County is asking Homeowner's Associations to be a part of this bay-wide event by organizing neighborhood cleanups. Many communities are centered around waterways or have BMP's or other ponds within them. We are hoping that Saturday, June 4 will not only be Clean the Bay Day, but will also be Clean Your Community Day for York County residents. 
 
Laurie Halperin, Recycling/Beautification Coordinator, and Molly Nealer, Recreation Supervisor, are coordinating volunteers and making assignments for cleanup efforts in York County. To volunteer, go to www.cbf.org/clean, click on registration and then York County. Fill out the form and submit it. You will be contacted about volunteer opportunities. It's that easy!
 
Clean the Bay Day volunteers will be sent to key areas where trash has been reported. Others will be asked to clean up in their neighborhoods and along shorelines, especially where they have access to private property. 
 
Please be sure to register your event – all results will be included in the regional Clean the Bay Day results as well as the National Great American Cleanup coordinated by Keep America Beautiful. By foot or by boat, gather your groups, friends, neighbors, and co-workers and volunteer for a fun day helping us Save the Bay. For more information, call 757-890-3513.

The Committee currently meets, as needed, on the third Wednesday of each month.

Ring in spring this year in Historic Yorktown, where events ranging from a pirate takeover of the waterfront to river sails and markets are sure to please everyone. 
 
On April 12, from 12 to 8 p.m., Ben & Jerry's Scoop Shop at Riverwalk Landing will hold its annual Free Cone Day. One hundred percent of all donations collected will be contributed to the Lackey Free Clinic, the HELP Clinic in Hampton, and the Gloucester-Mathews Clinic. 
 
Don't miss the return of the Schooner Alliance on April 15. Sail into history aboard Yorktown's 105-foot-tall ship. Sails continue daily through October.
 
Celebrate Earth Day at the 19th Annual Historic Triangle Earth Day Fair on April 22. Come down to the Historic Freight Shed at Riverwalk Landing from 12 to 2 p.m. and see how local businesses and organizations are earth-friendly. Learn about energy conservation techniques, discover how to shop green and keep your community clean.
 
A family favorite on April 23 is the National Park Service Junior Ranger Day. Bring the kids out to enjoy special activities while they work toward earning their Junior Ranger patches. 
 
Pirates invade Yorktown April 29 from 6 to 9 p.m. and April 30 from 10 a.m. to 6 p.m. Enjoy living history performances, educational activities, encampment, and demonstrations at Riverwalk Landing. On Saturday, April 30, the Schooner Alliance offers a Pirate Day Special. Anyone dressed in a pirate costume will get half price admission for the 11 a.m. and 2 p.m. sails.
 
Also on April 30, and the last Saturday of each month through Oct. 29, don't miss the ColonialMarket Fair & Militia Muster at the Watermen's Museum from 9 a.m. to 1 p.m.
 
Riverwalk Restaurant has some changes for the upcoming season, including outside, waterfront seating at Riverwalk Restaurant and the addition of a new Kobe Beef Hamburger on the dinner menu, as well as chicken, fish, steak, shrimp, and more. In addition, the "tide" has changed. The High Tide Bar & Grill (formerly the Rivah Café) officially opens in April. High Tide offers outdoor (weather permitting) and indoor seating. Live music begins on the High Tide patio in May. 
 
Yorktown Market Days kicks off the 2011 season with a fitness market on Saturday, May 14, with weekly markets through Sept. 17 featuring fresh produce, meat & seafood, gourmet herbs, cheese, cut flowers, artwork, musical entertainment and more.
 
The Fifes and Drums of York Town will perform on May 28 at 4:30 p.m. at the Nelson House on Historic Main Street.
 
Spring is the perfect time to get out of the house and take in all the sights and sounds of the area. While in Yorktown, don't miss the opportunity to take a ride on the free Yorktown trolley. Event parking is available at Riverwalk Landing in the two-level parking terrace. Additional parking is available at York Hall, the county Administration Building and the Courthouse/Finance Building Complex, which are all within two blocks of the waterfront.

The Board is seeking a Licensed Architect to fill a new vacancy on the board. 
 
The Board of Building Code Appeals is responsible for hearing and ruling on appeals from the decision of the Building Official. The board meets when an appeal has been filed.

Update message to York County citizens:

The York County Board of Supervisors will hold a public hearing on April 19 for the purpose of receiving additional comments from the public prior to deciding which redistricting plan to adopt.

This year the Board of Supervisors will need to redraw the County's election district boundaries. Based on the principle of "one person, one vote," federal and Virginia law requires election districts to be drawn every ten years, following the U.S. Census, to provide for districts that are relatively equal in population. The geographic distribution of population growth in the County since 2000 has been uneven; therefore, district boundaries will have to be adjusted.

At its March 15 meeting, the Board of Supervisors selected two alternative redistricting plans for public review and comment. These alternatives can be viewed by clicking on the link below. All public comments will be forwarded to the Board.
