York County Sports Complex to begin spring hours

FOR IMMEDIATE RELEASE
 
Spring hours of operation will begin at the York County Sports Complex on Friday, March 1 and will continue until Thursday, October 31. The sports complex will be open daily from 8 a.m. to 8 p.m., or will close later to allow daily and nightly activities to conclude. The park will remain subject to closure during inclement weather.
The park's 13 lighted athletic fields and three concession/restroom buildings serve as a hub for Parks and Recreation's fall and spring youth soccer and adult softball programs, York County Little League's fall and spring/summer youth baseball/softball program, and a number of other activities as well. The sports complex also includes two playground sites, numerous picnic shelters and a paved walking/bike path that are open daily for the public's enjoyment.

Senior Center of York Announces March Events

        A variety of educational and entertaining programs are being offered at the Senior Center of York in March. Participation is open to seniors age 55 or better and their spouses, regardless of age. The Center is located in the Washington Square Shopping Center at 5314 George Washington Memorial Highway (Rte. 17), and is open Monday through Friday from 9 a.m. to 4:30 p.m. The Center is closed all County Holidays.  Reservations are required for all sessions and are accepted on a first-come, first-served basis. Scrapbooking & Greeting Cards, Monday, March 11 from 9 a.m. to 12 noon.  Join us as Cathy Fowler of Creative Memories shows how to make beautiful cards and assists you with your scrapbook.  These cards and your personalized scrapbook create lasting memories and make wonderful gifts for loved ones.  Note: Please limit to four cards.  For more information and to register please call 898-3807.

Computer Classes and General Use. The computers are available for general use Monday through Friday from 9:30 a.m. to 3:30 p.m. unless the lab is reserved for programmed activities.  Classes are currently held on Tuesdays in the lab.  To use the computers you must sign in at the Senior Center front desk. The next set of six-week computer classes will begin on Tuesday, March 12, in Beginning Computer, Intermediate (Microsoft Word 10) and E-mail/Internet. For more information about computer classes and to register, please call 898-3807.  Space is limited. 

 Culture Day, "World of Celtic Music," Wednesday, March 13 at 1 p.m.  Folk Singer and Entertainer Bob Zentz will enlighten us with an array of Celtic folklore.  Mr. Zentz will also play numerous musical instruments and lead the group in an enjoyable sing-a-long.  Refreshments will be served.  Registration will begin on March 1.

"Tax Relief & Filing Assistance for the Elderly and/or Disabled," Wednesday, March 13 from 9:30 to 11:30 a.m.  Staff from the office of the York County Commissioner of the Revenue will be available to offer assistance with completing the application for this tax relief program available to real estate owners residing in York County. To be eligible, an applicant must either be at least 65 years old or permanently and totally disabled, and also must be a York County homeowner who resides in the dwelling. Applications must be filed by April 1. Call the Senior Center at 898-3807 to sign-up.

Let's Go to the Movies, Friday, March 15 at 1 p.m.  In the spirit of success and entrepreneurism, the York County Library and the Senior Center will present the 2006 American biographical drama film, "The Pursuit of Happyness."(PG 13)  This moving film is based on a true story about salesman turned stockbroker Chris Gardner, and his challenges as a father, and in finding a professional career. Directed by Gabriele Muccino, this movie features Will Smith and his son Jaden Smith. Popcorn and beverage served.  Please call 898-3807 by March 14 to register.

AARP Driver Safety Program, Monday, March 18 & Tuesday, March 19. This program is designed for drivers age 50 or better, and will take place on Monday, March 18, from 12:30 to 4:45 p.m. and Tuesday, March 19, from 12:30 to 4:30 p.m. The cost for this two-day program is $12 for members of AARP and $14 for non-members. Fees should be paid by check and made out to AARP. Class registration may be made in person at the Senior Center, by phone, or by mail. Note: AARP membership, which cannot be processed the day of a class, is not required for class registration. There is no "behind the wheel" driving performed in this program. Drivers age 55 or better must attend both classes to receive the state mandated three-year automobile insurance reduction. Many insurance companies are giving insurance reductions to drivers age 50+ with the same attendance requirements. Those less than age 55 should check with their insurance company to see if they are entitled to the three-year insurance reduction. Class enrollment is limited to 25.

Health Day, "EVMS CARES: Health Information at Your Fingertips," Wednesday, March 20 at 12:45 p.m. Join Ruth Smith, Outreach Services Coordinator at EVMS as she talks about how to  access current, reliable and accurate consumer health information on the web. To register, call the Senior Center of York at 898-3807 by March 19.

English Tea, Wednesday, March 27 at 1 p.m.  You are cordially invited to an afternoon tea with us.  Norah Steele will give the history of etiquette, English china, and teas detailing the difference between afternoon and "high teas."  Light refreshments will be provided. This event is brought to you by Plantiques Gift Shop in Newport News.   Registration will conclude March 22 or until space is filled. 

March Birthday Bash, Friday, March 29 at 1 p.m.  Come enjoy "Music by Jon Durfee."  Entertainer Mr. Durfee will play keyboards, banjo and have a sing-a-long. Broadway tunes and songs of the 50's and 60's will be featured. Cake and beverage will be served.  Remember, you do not have to be celebrating a birthday to attend. Learn How to Play Disc Golf at New Quarter Park on March 9

Join area disc golf enthusiasts at New Quarter Park on Saturday, March 9, from 10 a.m. to noon to learn all you ever wanted to know about disc golf and more.

Similar to golf, the object of disc golf is to complete each hole in as few throws – or strokes – as possible.  Instead of using golf clubs and balls, disc golfers throw a flying disc to navigate fairways.  Every hole starts at a tee and ends once the disc lands in the "hole" (a disc-catching basket).  While disc golf can be played with just one golf disc, many discs have been designed to fly with special characteristics.  Different discs can be used to hook and curve around obstacles, roll on the ground, or fly over trees.

The nationally celebrated 18-hold York County Parks and Recreation course weaves in and out of the park's mature forest, dips down into ravines, crosses open meadows, and bypasses a Civil War redoubt as well as one of the largest tulip poplar trees in Virginia.  New Quarter Park is a great location to learn and play this popular sport and a pro shop in the park office supplies all the equipment a player needs.  Spend some time with the park's professional golfers to learn the rules and try your hand at the game.

New Quarter Park is located in upper York County between Cheatham Annex and the Queens Lake neighborhood.  Follow the Colonial Parkway to the Queens Lake exit and turn right at the bottom of the ramp.  Travel a short distance and turn onto Lakeshead Drive.  Follow Lakeshead for two miles to the park gate, then one more mile to the parking lot and park office.

I have sold over 400 properties in York County since 2000 & close to that number in Newport News during this time period.
I still actively sell real estate (over 125 personal sales last year, which made me the top selling agent in this area for the 10th year in a row) in the Newport News/ York County area.
I was certified as an expert witness, but never testified in the Kraus BoE appeal.
2 facts to consider:
1.  the judge ruled that Kraus's property was over-assessed by 69%, and the assessors and BoE failed to correct this obvious over-assessment.
2.  l did an analysis of the residential homes in Newport News for the 2nd half of 2010, and the average home sold for 85% of it's assessment.

    I attended your BoE class at York County last year.  I also attended a number of BoE appeal hearings from York County Property owners, to include Krauss family who recently won their case in the Circuit Course against York County and it's real estate assessment of their property.  It is clear to a number of us who know the Virginia statutes, York County is NOT following them.  I suspect this is true for other counties in Virginia, Newport News for example.  We are asking the Tax Commission to hear us and not just the county government officials who are turning a deaf ear.  I would hope the Tax Commission would investigate a number of areas to include not only the BoE process, property assessments, but how York County disregards certain home sales that are sold at fair market value.  We have suggestions for better servicing assessments offices, such as in York County.  Your attention is very much appreciated.

I just read the Daily Press article (BELOW)  about another possible tax increase in York County.
Speaking as a citizen of York County, l speak for myself that l do not want another tax increase. I recognize you have a tough job to do, so l would like to help. I will be more than willing to put some business owners & experience private sector managers together to help you with this dilemma. In York County, we have some business owners that are in the INK 100 !!! We have some managers that have managed budgets in the 100's of millions !! Let's put our collective minds together to solve the 2014 budget shortfall. I know we can do it and avoid another tax increase. Tom, I hope the Daily Press misquoted you when they say that you don't see a good way to cut any more spending. PLEASE LET US HELP.

YORK — York County residents may need to brace for another increase in the real estate tax rate based on preliminary 2014 budget scenarios discussed during a York County Board of Supervisors retreat Saturday.

York County Administrator James McReynolds said revenue projections for 2014 look positive for the county, with an estimated $1.67 million in new revenue expected. But possible new expenditures totaling $3.8 million would create a funding gap of $2.12 million, he said.

York County's current 2013 operating budget is $127.2 million, up $4 million from the previous year's budget.

  • New expenditures would include $2 million for a 1.5 percent raise for both county and York County School Division employees, which would result in a $1.35 million increase in schools funding.

Other new expenditures would include an estimated $700,000 increase in health insurance costs, $600,000 in additional funding for capital costs and other county expenses and $500,000 associated with the implementation of the Affordable Care Act.

One penny on the real estate tax rate equals $875,000. The real estate tax rate would have to be increased by 2.4 cents to close the $2.12 million gap.

York County school officials are projecting an estimated $2.9 million 2014 budget funding gap, which includes a 2 percent raise for employees. Several School Board members have said they support asking the county for a $2.9 million increase in funding to the school division.

McReynolds said if the supervisors wanted to provide the school division with an additional $875,000 on top of the money for the 1.5 percent raise, increasing schools funding by $2.22 million, that would create a funding gap of $3 million. To close that gap, he said the county would need to raise the tax rate by 3.4 cents.

If the supervisors wanted to give the school division a total of $3.1 million in new funding, including money for the raises, that would create a funding gap for the county of $3.87 million. McReynolds said the tax rate would need to be raised 4.4 cents.

Board of Supervisors Chairman Walt Zaremba was concerned about increasing the real estate tax rate in the 2014 budget since supervisors just handed down an 8.4-cent rate increase in the 2013 budget. The tax rate is currently 74.15 cents per $100 of assessed value. He asked to see a budget proposal that closes any funding gap with expenditure cuts only.

Supervisor Don Wiggins felt it was not useful to see a budget with just expenditure cuts because many of them are not realistic, alluding to proposed cuts of 24 firefighters and deputies in the 2013 budget that the supervisors did not approve.

Supervisor Tom Shepperd supported providing county employees with a raise. He didn't think there was much left the county could cut without affecting services to citizens.

The supervisors will hold a joint budget work session with the School Board on Feb. 5. McReynolds will release his proposed 2014 budget March 19.

Newt and Callista Celebrate George Washington's 281st Birthday at Mount Vernon
On Friday, February 22nd, Newt and Callista participated in "The Indispensable American," a special online course about George Washington that was streamed live from Mount Vernon in honor of Washington's 281st birthday.
