Weekly Update: Making Congress work for you

When I speak with Virginians, one thing I consistently hear is, "we need to change how Congress operates." People are rightly frustrated by what they see happening in Washington: budget by crisis, missing important legislative deadlines, and partisan bickering, just to name a few. I am frustrated, too. That is why I have made reforming how Congress works one of my top priorities as your representative.

In fact, one thing I am most looking forward to working on with the new Trump Administration is ending business as usual in Washington. I believe ending business as usual in Washington starts with passing budgets and spending bills on time. Your elected leaders must set an example by completing these most basic of tasks. But in the past, there have not been accountability measures in place to ensure the job gets done. That is something I am committed to changing!

I introduced two bills aimed at reforming how Congress works by bringing needed accountability to the Congressional budget process. The first is the No Budget, No Pay Act. It states that members of Congress are prohibited from receiving paychecks if their respective chamber does not pass a budget by mid-April. If the House does not pass a budget - as Congress failed to do last year – members of Congress should not be paid. Your family would not operate without a budget. Why should the federal government be any different? Clearly, it should not.

The second bill is the Stay on Schedule Resolution. This resolution would amend House rules to prevent members of the House from taking the traditional August recess when critical spending bills remain to be passed. Failure to pass the 12 annual spending bills prevents federal agencies like the Department of Defense, Veterans Affairs, and Transportation from meeting current demands and planning for the future. Given the importance of the spending bills, members of the House should stay in Washington until they are all passed. Families in Virginia are sitting around their kitchen tables making tough decisions on their budgets and spending every day. Congress should be no different.

I will be the first to admit that reforming how Congress works will take time. But the longest of journeys must begin with a single step. I believe bringing accountability to the budget process should be that first step.

Should we repeal and replace the ACA?

Dear Friend -

One of the most pressing issues facing Congress is how to proceed with repealing and replacing the Affordable Care Act.

As you know, the House and Senate recently passed, and the President signed, legislation that begins the repeal process. But there are still crucial questions that must be answered about the replacement.

Proponents of repealing the ACA say that the law has failed to live up to its major promises and that premium increases and lack of access to care have hurt Virginians. Meanwhile, opponents of repeal point out that the law is working and that those who need insurance the most may lose it.

My view is that American people deserve a patient-centered system that favors quality and choice, not a government-centered system. That why I have cosponsored H.R. 277, the American Health Care Reform Act of 2017, legislation which repeals the Affordable Care Act and replaces it with healthcare reforms that ensure everyone has access to quality, affordable health insurance and that individuals have more choices to find a healthcare plan that works for them and their families. 

But I want to know what you think.

Weekly Update: The end of business as usual in Washington

Yesterday we witnessed one of the most important American political traditions: the orderly, peaceful transfer of power from one presidential administration to another. Millions of Americans, from the National Mall to homes across the country, watched as Donald J. Trump took the oath of office to "preserve, protect and defend the Constitution of the United States." And as only forty-four others have done, President Trump addressed the nation as our Commander-in-Chief and leader of the free world.

I was there to witness this historic event and reflected upon what this moment represents: a new opportunity to enact positive change. As I sat amongst the leaders of our nation on the inauguration platform, I felt even more inspired to do what the people elected me to do: get the work of the nation done and be an advocate for Virginia's best interests.


I am eager to work with the Trump Administration, and my colleagues in the House, to pursue a bold agenda that increases prosperity, boosts job growth, gets our budget back on track, reaffirms our commitment to our nation's veterans, and strengthens our military. We've already taken the first steps in enacting that agenda by putting in place the process to repeal the failed Affordable Care Act and replace it with healthcare reforms that actually increase access to care, improve quality of care, and reduce costs. In the weeks and months ahead, we will also work to improve our tax code, reduce the regulatory burdens holding back small business growth, and strengthen work requirements for welfare, among others.

I also believe yesterday marked the end of business as usual in Washington. And I plan to do my part to ensure Congress and the federal government work for you, and not the other way around. I remain committed to reforming how Congress works by enacting No Budget, No Pay, a bill which would prohibit members of Congress from receiving paychecks if their respective chamber doesn't pass a budget resolution by mid-April, and the Stay on Schedule resolution, which would prevent the House from taking a vacation in August when critical bills funding government operations remain to be passed.

I
n President Dwight D. Eisenhower's first Inaugural Address in 1953, he said, "It is because we, all of us, hold to these principles that the political changes accomplished this day do not imply turbulence, upheaval or disorder. Rather this change expresses a purpose of strengthening our dedication and devotion to the precepts of our founding documents."

And the same is true at this inauguration. We must use this change to renew our commitment to our Constitution and founding principles. I pledge to stay true to these ideas to bring lasting, positive change to restore confidence in America again.

Weekly Update: My New Leadership Post

We are back at the beginning: a new year, a new Congress, a new President, and for me - a new leadership position. This week I was given the honor of being named Chairman of the Seapower and Projection Forces Subcommittee of the House Armed Services Committee. A post not new to Virginia, but new to me. Given the global security environment, this new assignment comes at a critical time. 

We know that we're facing threats at home and abroad not only from terror groups, but from state actors like Russia, North Korea, and Iran. Recently, there has been a lack of strategy and a shortfall of resources in dealing with those threats. As Chairman of the Seapower and Projection Forces Subcommittee, my objective is to ensure we bring the capability of our Navy, Marine Corps, and Air Force closer to meeting the reality of the threats facing the United States and to project power around the globe to deter our adversaries.

   


The Navy recently published its Force Structure Assessment, which calls for a Fleet increase from 270 to 355 ships. This ambitious plan will require the right mix of ships, requirements, timeline, and maritime strategy to execute. Along the way, we must ensure that the ships we already have are properly maintained and retain them to the end of their service life. Specifically, we need to ensure that the ship repair industrial base is properly managed and equipped to maintain optimal efficiency. Although this build-up will take time and a significant investment, I believe it is possible.

The Seapower and Projection Forces Subcommittee is the right place for me to best serve Virginia's First District and the Commonwealth. Not only is Virginia home to the world's largest naval station and largest concentration of U.S. Navy forces, it also boasts the shipyards and skilled workers needed to build and maintain the next generation of ships and submarines in our Navy's fleet. As Chairman, I will have the opportunity to serve both our Nation and the Commonwealth of Virginia, and I want to assure you that I am committed to ensuring that our military remains the greatest fighting force the world has ever known.

As we begin a busy year in the subcommittee, my personal goal is to be a statesman and a servant. Each day, that is what I endeavor to do. And I couldn't do it without the men and women across Virginia's First Congressional District who make the Commonwealth great. In this new beginning, let's move forward together.
