They are seeking seats on their local school boards, hoping to run their municipalities, hope to help shape the judicial system and more.   PennLive has released its twice-a-year voters' guide, where candidates in these races were invited to submit information. It features contested races from Cumberland, Dauphin, parts of Lebanon, Perry and northern York counties, along with Elizabethtown in Lancaster County and statewide judicial races.   Meanwhile, reporter Charlie Thompson runs down the top races in this election and what they could mean for you.   Now, let's take a look at this morning's headlines.
