You're telling me that you are going to do us a favor by setting the maximum tax on a non-running car that has no license or insurance at $100 per year!
 
Boy, you are sure looking out for us as we now normally pay very little or nothing.
 
I'm beginning to gain new appreciation for Ronald Reagan's line about the ten most feared words in America: "I'm from the government and I'm here to help you."
 
Why don't you folks work on doubling the gas tax and actually making meaningful progress on solving a real problem?
 
As Chairman of the Isle of Wight Board of Supervisors maybe I should spearhead getting all the counties and towns to pass resolutions requesting a doubling of the gas tax. 
 
I'll talk it over with my fellow members of VACO on Legislative Day when we are all up there.
 
If you are sure folks are registering their cars in the wrong state, try a novel approach and PROCECUTE them for failure to properly register their cars in their local.  It would be kind of like booting cars for not paying personal property taxes; we boot three cars and many, many come forward to pay their back taxes!
 
Please consider enforcing existing laws in lieu of adding more that have a big negative impact on a completely different group of citizens than the targeted known offenders.  If they are guilty, prosecute them.
 
Enforcing existing laws makes much more sense to me.

Dear Sir,

I want to thank you for writing us about our legislation, HB 878.  The legislation was not intended to adversely affect car restorers.  In Northern Virginia we have a problem by which many people register their car in other states, yet garage them in Fairfax County or another jurisdiction to avoid paying Virginia's personal property tax. Our bill is meant to deter people from this practice by creating a disincentive. I want to assure you that we have worked on an amendment, which will be added in subcommittee that will exempt car restorers from the additional fee. I have copied the text of the amendment below.

Such ordinance shall provide that if the owner of a motor vehicle subject to a license tax can demonstrate that he is actively restoring or repairing the subject vehicle, the license tax shall not exceed $100.
