Bill is sponsored by Watkins who represents Chesterfield and Powhatan. This bill only affects vehicles in Northern Virginia where there is emissions testing - there is none in Chesterfield or Powhatan. Don't have a clue why he would do this - money? In case you don't know Watkins owns many acres of land intersected by Route 288 which connects I-95 and I-64. The first plan was to have 288 miss his land but the second plan put it right through his property on Route 60 - he said he had nothing to do with the move. He has leased the land and buildings have been built on the property. Currently there is a shopping center and there are plans for gas stations and motels. His family will be well taken care of for generations.
